General Information

 

New Bilbid Prison (NBP) in Muntinlupa City, is the central office from where the seat of administration and organizational power emanates. NBP is a regular prison housing more than one-half of the country’s insular prisoners. The NBP is composed of the Maximum Security, the Medium Security and the Minimum Security Camps. NBP offers various work and livelihood programs, education thru formal, non-formal and vocational training.

 

Location: NBP Reservation, Muntinlupa City

Establishment: The Old Bilibid Prison was transferred to Muntinlupa in 1935 and renamed the New Bilibid Prison in 1940.

      Being the largest prison camp, New Bilibid Prison (NBP) has a total inmate population of 19,980 with 129% congestion rate. There were a total of 1,718 admissions, 1,332 which were first offenders, 368 recidivists and 18 Parole violators. There were 6 escapes (1 Maximum, 1 Medium, 4 Minimum) recorded with 2 retrievals from previous year.
      There were 78 searching operations conducted by the elements of the custodial force that resulted to the confiscation of different contrabands. Prohibited items confiscated include: drugs, liquors, deadly weapons, gambling paraphernalias, cellphones and others. A total of 48 inmates were charged before the Board of Discipline (BOD), while 11 inmates were charged before the City Prosecutor’s Office.
      A total of 652 inmates were released (261 Parole, 290 Completion of Sentence, 30 Conditional Pardon and 71 others).

 

 

Rehabilitation Programs

 

Inmate Health Care. A total of 678 inmates were reported confined at the NBP Hospital. A total of 102 deaths in custody were reported. There were 16,827 consultations with 627 admissions and 190 outside referrals; and P2,051,469.95 medicine expenses. There were 102 death cases recorded.
      The most prevalent diseases are Upper Respiratory Tract Infection (URTI), Pulmonary Tuberculosis (PTB), Gastritis, Peptic Ulcer, Skin diseases and Hypertension (HPN).

Education and Skills Training. NBP offers various education and skills training programs, including formal and non-formal education. A total of 1,309 inmates are presently enrolled and 227 have graduated.

 

Therapeutic Community (TC) Program. There are 114 participants in the ongoing TC Program for drug related offenders. The TC has been considered as an effective treatment and rehabilitation modality. The effort to rehabilitate drug dependents under its care is very significant in the BuCor’s commitment to create a Drug-Free Prison. TC modifies negative behavior / attitudes while restoring self-confidence in drug dependents. It prepares them for their reintegration into their families and friends as productive members of the community.

 

Muntinlupa Juvenile Training Center (MJTC). There are 23 youth offenders (children in conflict with law or CICL) undergoing rehabilitation programs and skills training.

 

Sports and Recreation. NBP encourages and supports all kinds of sports and recreational activities, such as Basketball, Chess, Brain Twister, Darts, Softball Volleyball and Tennis. Through the efforts of the Council of Elders, the Board of Governors, and NGOs, they promote camaraderie amongst the "pangkats" apart from their obvious rehabilitative consequences. 9,768 Inmates join this program monthly.

 

Religious Activities. Being the largest camp, NBP hosts some, if not all of religious congregations from Roman Catholics, Christians Non-Catholics Denominations and Islam. They have different area allocation and community to accommodate religious preferences of each inmate. These activities are supported by various Religious Volunteers Organizations (RVO) and Churches to promote inmates’ spiritual development.

 

Livelihood Projects. Local Agro-Industries with different Agricultural Projects, NBP banks more than PhP 10M through the efforts and help of "Pangkat" leaders with more than PhP 1M gross income and more than PhP 240,000 income on agriculture. 3,119 inmates were compensated.
