Reception and Diagnostic Center
SYSTEMATIC PROCESSING
With the implementation of improved system of classifying inmates particularly those newly arrived from the different jails, the Reception and Diagnostic Center (RDC) addressed the congestion problem.
When the undersigned assumed office as the new Officer-in-Charge of the RDC, we introduced a systematic procedure in classifying inmates committed to the center. To date, the number of RDC inmates has decreased, from 1,200 to less than 700 due to their immediate transfer according to their security classification and treatment programs.
That with the enhanced computerization program thru RDC IT Center, all sections are able to accomplish their work within the recommended time frame. Hence it reduces the number of days of stay at RDC prior to their transfer to other prison facilities.
The Diagnostic sections of RDC include: Medical Section, Psychology Section, Sociology Section, Education Section, Vocational Section and the Case Coordination Section. Initial Staff Classification is conducted every Thursday without delay.
We never sacrifice the quality of the usual process but made every step simple and practical with the use of modern technology and practical scheme.

RDC Plans and Programs:
Apart from the plans that was set, there are numbers of proposed plans and programs for possible solution on the identified problems encountered and areas for improvements based on proper evaluation. These are; purchasing of equipment to enable paperless reporting, professionalization of RDC personnel of Central office and Prisons and Penal Farms (PPF) to upgrade salary Diagnostic Staff, re-organizing and re-train RDC personnel of PPF, to strengthen linkages with Non-Governmental Organizations (NGOs) and Religious Volunteer Organizations (RVOs) for support, introduce programs that will make the Center self-sufficient (livelihood programs), construction of additional facilities for diagnostic services and other short-range rehabilitation program and lastly, construction of a well-secured perimeter fence surrounding the institution.
